I don't really know when it was fixed, but it could be figured out from CVS checkins. It's once of those things that you think will get sorted out quickly and years later nothing has changed. It goes like this: cwebm.el has a license incompatible with the GPL. RMS asked me to blanck out the file until it was relicensed. The author was contacted (Max) and he was of course willingto do that, but informed the FSF that the file is based on cweb.el written by Don Knuth. The FSF siad that they would contact Dr. Knuth to request relicensing and that they would contact Max thereafter.
