cyrus-imapd-2.2 currently build-depends on tcl8.3-dev which is obsolete and planned to be removed before squeeze release. In your case it should be possible to simply replace tcl8.3-dev by tcl-dev in build dependencies. Please, do that (or if things are more complicated then port build process to tcl-dev).
