Thanks for reporting this. Actually I don't have a strong opinion about how to
deal with this issue. Look, apticron follows 'apt-get dist-upgrade'
understanding regarding packages upgrading. In newer versions I've already done
some workarounds to avoid apticron reporting when you have packages on hold
(which unfortunately differs when done via aptitude: #137771).

However, avoiding apticron to report essential packages to be installed in a
dist-upgrade (even if they are not currently installed) can be controversial.
I'm pretty sure some people would like to trust apt-get on this and may not
want to get this information 'hidden' through apticron.

So, IMO apticron's role is to report what a dist-upgrade says that should be
upgraded. That said, I would suggest you to put what you don't want to be
upgraded on hold, for example for diffutils package:

$echo diffutils hold | dpkg --set-selections

Please tell me if you agree. Otherwise help me to find a good way to handle
this.
