I'm unsure what the correct way is to fix this bug. Currently on dpkg-genchanges cares about correct version numbers, but not dpkg-parsechangelog and therefor not dpkg-buildpackage until it call dpkg-genchanges at the end of the build process.
This could be addressed by either letting dpkg-buildpackage checking for correct version numbers at the beginning, which is the safe solution, or by letting dpkg-parsechangelog checking for correct version numbers which may in the long term cleaner but may break many uses (if there are such) of this script outside of Debian.
