I had this in apt.conf.  No idea when/why it was added:

APT::Get::RequireSignature
{
//  "Debian";
  "foo";
};

Sorry that I can't provide more information.  Feel free to close this bug if
you'd like...

I would recommend against doing that.  As you can see, it can be a source
of confusion.
