retitle 315112 icu 3.4 beta is available thanks ICU 3.4 beta is available. I will package 3.4 beta for experimental and move it to unstable when 3.4 is released. This timing works out well for an ICU transition. As upstream releases are fairly rare, it's better to do the one ABI transition for 3.4.
