In that case I suggest your find a place to host your new project (e.g. on alioth.debian.org, sourceforge, github – whatever you like) and prepare a new release. The Debian package contains a few changes over the original 0.16 release, you should review these and include them in your release. You should also send a mail to original author, explaining that you would like to take over. Maybe he can make the homepage http://artax.karlin.mff.cuni.cz/~brain/0verkill/ a redirect to your newly created home. You can also check who maintains the overkill package in other distributions (Fedora, Arch, etc.), to make sure they know about the continued development and to check if they have patches that you want to include.
