I'm not going to begrudge your choice in management tools. Quilt seems quite capable, certainly. The decision to require more advanced patching tools for a BUILD environment is subjective, I feel, to the complexity of the patches themselves. If you were packaging Xorg or XFree86, then I wouldn't have raised any concern. However, since the patching required is quite simple, why elevate the requirements for the actual build environment? In requiring someone to backport cdbs (which arguably isn't difficult), you also require them to backport all of its dependencies (which includes quilt) and their depenedencies. Soon, you're building a tree of packages. For Xorg, this could be seen as a necessity, but for mercurial, it is arguably overkill. In any case, it was a wishlist request and nothing more. I could just as easily strip the dependencies out and make my own custom package, but I really feel that it shouldn't be necessary.
