That way you could solve the problem in Debian regardless of what is done in TL, since I understand correct depenencies are probably more important for Debian than for upstream TL.
However, after a bit of thinking, I can't find any reason not to add the dependeny in TL. Anyway, more and more l2e packages are going to depend on l3 things (most notably expl3), so I don't see any problem with collection-latex3 being installed by most schemes in TL.
