Hi, here is some additional info: it seems, ntpd creates these files, when it can't connect to a server.
If I unplug the network cable, the interface is taken down by ifplugd, dhcp loses the lease and restarts ntpd via /etc/dhcp3/dhclient-exit-hooks.d/ntp. In this case a temporary file is created and never deleted. If I restart ntpd manually while the network is connected, no temporary file is created.
