I don't think that fits, the module doesn't implement something, it
_is_ an abstract base classe for something.

And
    "libio-capture-perl" is an "Abstract Base Class to build modules to capture 
output" 
work as a sentence, so IMO we don't need the "Perl module for doing
something" construction which is mostly used when there is no easy
way to turn "doing something" into a noun.
