This is nothing to do with the portmapper, this is ypbind being unable to communicate with a NIS server. I suspect that the issue is that your network connection is taking a long time to come up. This isn't really a problem in the NIS package, with the default network configuration method in Debian the init scripts will bring the network up prior to NIS being started, or if you were using Network Manager with that.
