Coin, This bug if for me :-).
Unfortunately, the CDBS documentation, or this flavour of the ducumentation (for historical reasons we have 2), is ahead of the code changes. This is because the compat level, in the past, was always set to the highest debhelper level when 'debian/compat' is missing, and i must have made a shortcut when criting it. I guess this change was either forgotten, or voluntarily postponed until the debhelper 7 support in CDBS was tested enough.
I don't see any reason not to update it to 7 now. Peter, do you agree with this change ?
