Suboptimal, but guaranteed to deliver updates.
Delivering security updates is a critical mission, that's why we don't
want to spread security.debian.org on servers that we don't manage
ourselves: risk of outdate, and thus some Debian systems may not update
correctly.

To ensure an european mirror is returned, can you paste the result of
'dig -ttxt +short security.debian.org' ?

BTW, you can sync from ftp.tr.d.o.
