Hello Sven, May be you have byte-compiled tabbar.elc somewhere and that is why you cannot reproduce?
Should I contact emacs developers directly or is it OK to to discuss this bug here? I will try to investigate it further on my own, but I doubt that I can find the reason of this without your help :) Also you can try to start emacs23 $ LC_NUMERIC=ru_RU emacs23 --no-init-file & and eval (load "/usr/share/emacs23/site-lisp/emacs-goodies-el/tabbar.el") in *scratch* (M-x eval-current-buffer) May be this will show you the problem.
