reproduced here. Three mails with attachments had their attachment truncated at offset 0x7000. Mutt was able to download those mails and attachments over IMAPS just fine. This happened when using IMAP over SSL on port 993; I haven't tried other ways because I can use only this one. The problem showed when opening an attachment on a folder which was not marked "for offline use". Once I marked the folder for offline use and then ran File/Offline/"Download/Sync Now", then it managed to get everything fully downloaded. Once I got it to work, I cannot find a way to reintroduce the problem: I can restore the settings as before, but attachments are now always downloaded properly. I wish I had made a copy of prefs.js before starting to look for workarounds. At least I found a workaround. This is the kind of bug where if the user is the only person using Icedove in the team at work, he/she puts his/her job at risk.
