Isn't that enough? When a package suggests/recommands another one for a purpose which is not obvious in the context, the reason should be stated in the extended description. IMHO, the medium-term solution would be to have the -dev manpage refer to user-level ones, and have that part of the doc moved into a new manpage in section 5 or 7. But if we don't want to deviate from the upstream manpages, IMHO cap_from_text.3 has to be moved into the -bin package for the time being.
