Yes, and this hint probably helped me to locate the manpage...

... but the question is, is it reasonable to request the user to
install a *dev* package just to get the doc for a *user-level*
command.

When a package suggests/recommands another one for a purpose which is
not obvious in the context, the reason should be stated in the
extended description.

IMHO, the medium-term solution would be to have the -dev manpage refer
to user-level ones, and have that part of the doc moved into a new
manpage in section 5 or 7.

But if we don't want to deviate from the upstream manpages, IMHO
cap_from_text.3 has to be moved into the -bin package for the time
being.
