Package: gnupg2

According to the attached message from upstream (in the gnupg-users
list) [0], gnupg and gnupg-agent seem to need a tightly-coupled version
of the other package.

Currently, gnupg2 Depends: gnupg-agent and gnupg-agent Recommends:
gnupg2 without any explicit versioning.  Perhaps this should be made
more strict in debian?

That does not work.  You have to update gpg-agent.  The conflict is an
attempt to minimize such dependencies in the future.
