I have this problem with libc 2.9-25 and 2.10.1-1. I guess the real "bug" is 
in libc, but perhaps debootstrap could be modified to touch /etc/hosts (and 
fill it perhaps with some sane defaults?)

Btw: Using hints.ai_flags = (AI_ADDRCONFIG); fixes the problem as long as you 
don't have any ipv6 address. Asking for AF_INET fixes it too.
