I just tried what you suggested with devicekit-power version 12-1 from Debian repository but device kit is still unable to detect that I'm unplugging/replugging powercable. Nothing is shown when I run "devicekit-power --monitor-detail".

(I unplugged AC and replugged during this command running.)

HAL is able to detect that.

is this problem still reproducible on an up-to-date sid system with DK-power 
012-2?

Could you also please run
devkit-power --monitor-detail
and mark the point when you unplug AC
