or reboot or halt.

That normaly gives an error 'init: timeout opening/writing control
channel /dev/initctl'. But if you

  mount --bind /dev /chroot/squeeze-x64-lighttpd-chroot/dev

then I guess that would tell the real init to shutdown/reboot.
