Uh, no.  These packages *conflict* -- they *cannot* be installed together.
This is not a mere convenience header, this is the nature of the ABI
transition.

No, it's the nature of development in unstable.  If you are going to track
unstable, you should expect such breakage periodically.

No, testing has built-in checks that are used to ensure each package is
(individually) installable at all times.
