Hi Marco. I think that this is a wrong change.
Not the change by itself but how it has been made. If some file gets "transferred" from one package to another, we should wait for the "destination" package to contain in (maybe with correct Replaces: line), and only after that's the case, change the "source" package to stop shipping that file *and*, at the same time, to Conflict with older version of the "destination" package. This way, even if someone will descide to update the source pkg manually (instead of doing full dist-upgrade etc), the system will still be in a good shape, instead of becoming unbootable.
