PROBLEM

1. The xml-rpc library is not developed by the elsev project. This
   library should be its own package.

2. The elselv installs xml-rpc in Emacs site-lisp directory which
   conflicts with the existing locally installed version of xml-rpc

   It is not possible to inhibit elselv to install xml-rpc in order
   to use the locally installed one.

   Reordering the Emacs `load-path' is difficult and error prone when
   multiple xml-rpc installations exist.

3. The xml-rpc shipped with elserv is very old. From Sourceforge

AFFECTS

Uploading other Emacs packges that depend on xml-rpc is not currently
possible.

BACKGROUND

The xml-rpc is not part of the elselv package. It is "included"
from elsewhere.

SOLUTION

1. Create an upload new xml-rpc-el package from canonical source above.
2. For elserv, during debian/rules, refrain from installing included xml-rpc.
   Install only elserv package files.
3. For elserv, add new package xml-rpc-el to Debian/control::Depends
