racoon (uplink) in general supports radius but debian's package has not been build using 
"--with-libradius"...

With radius support vpn users can be authenticated independently from the local 
/etc/passwd or pam and so on.
In addition to authentication radius support enables racoon to use radius based 
accounting, too.
