FWIW, I tried fixing this. The fix is simple: dependency on rubber,
texlive-latex-extra, latex2html and three lines in debian/rules.

However, I bumped into #364420, a rubber bug which prevents it from
working with files located in directories whose name contains spaces or
tildes. Asterisk's current version contains a tilde (~rcN), hence it fails.

I couldn't came up with a workaround, so we'll leave it as it is for
now. I commented on the bug above and raised its severity to important.
