In /usr/share/doc/ntp/README.Debian.gz it says to remove "ntp-servers"
from the request-section to avoid generation of
/var/lib/ntp/ntp.conf.dhcp, which is automatically used by ntpd if
present.

I did so, but after an ifdown eth0 && ifup eth0 the file's still there.
When I manually remove it, it is regenerated.
