This is not a bug. It is a part of how the current functionality was designed. I agree that it is not optimal, and I have some incomplete work to improve it, but for the current version it is *not* a bug. Note that "fixing" this is a fairly complex task as the current functionality that is the reason for things to work as they do will also need to be preserved. And there are complexities that are related to preventing incorrect results when localechooser is ran multiple times.
