Looks like this was caused by ifplugd. From
/usr/share/doc/ifplugd/README.gz:

     * Support for wireless networking. Whenever an association to an AP
       is detected the network is configured. Have a look on [29]waproamd
       if you need a facility to configure WEP keys before AP
       associations succeed.

I had added wlan0 to HOTPLUG_INTERFACES, which I thought would simply bring
up wlan0 at boot time, but apparently it conflicts with wpasupplicant.

I'm not sure how this can be solved. Am I supposed to report this as a bug
in wpasupplicant and ifplugd as well?
