It says after MOZILLA_DISABLE_PLUGINS=1 iceweasel -safe-mode Iceweasel is already running, but is not responding. to open a new window, you must first close the existing iceweasel process or restart your system.

So to avoid cold reset or power cut, to make iceweasel browser working is a solution which is hardware. I would rather liek that iceweasel has this bug corrected, if possible, since it might be causing problems for users. I am not sure, if the critical level was ok; important would eb the target if you can update it.
