strong ACK. I just wanted to updated my system with just a couple of packages 
and my decision did block the dpkg database for ages (until the process was 
finished).
Imagine that happen on dist-upgrade from one to another stable release ... if 
one important system service was stopped by package upgrade and now libsnmp-
base is fetching the whole RFCs and IANA docs, which take a lot, the service 
outage is not acceptable. Most of my dist-upgrades to lenny was faster than 
the MIB download.
