In localechooser 2.18 an improved solution has been implemented. A new dialog is displayed (at hight priority) when the user selects a combination of language and country for which no locale is defined and there exist multiple UTF-8 locales for the language.
The new dialog is identical to the country shortlist for the language, but with an added second column showing the locale that will be used.
