No, bugs in other packages (python-qt3 here) should not result in a change of dependencies in luma. It is enough to upload a fixed version of the other package. Dependencies on special versions only makes sense if the API/ABI changes. I.e. a never version of the dependent package contains a special feature needed by the main package. See the dependencies between python-qt3 and python-sip4 for a example!
