yes: launch reportbug against a package, search in the bugs list, then send additional information to that bug report. We are also about to implement a way to let users followup on bugs from the command-line directly. What do you exactly mean? on the package bugs? or on the request for package removal bug? if the latter, we don't have a way to retrieve that information, since it's reported on another package (ftp.debian.org).
