There was a fair bit of discussion of this on -release and -devel. This is the best we came up with. Yes, the problem you note--that if you install and then remove one of the new libraries, you get a broken system exists. The consensus of those discussions is that was acceptable. So, I'm very much not interested in spending more time on this myself. If you believe you can do better and if you care about the issue and want to spend some significant time writing up a solution and giving me the information that I need to review your solution then I'll be happy to do the review.
