Which it does, as I understand it. That proc entry decides whether
binding to IPv6 also binds to IPv4 by default.
Instead netbase should be corrected. It is a bad habit to tell the
system to bind to ipv6 only.
It seems this is a recent change to netbase intended for the next
release. The comments suggest that software should open IPv4 and IPv6
ports individually, and not rely on one opening the other. It seems that
this change is likely to affect most IPv6-capable software which isn't
conforming to its style-recommendation.
