In this particular case the delta is nearly 1 mb smaller than the input
file. It's still quite large, but my feeling in the case of gzip was
that it was worth adding 100 mb to the total size of deltas for all the
tar.gz files in debian to have complete coverage.

(If upstream frequently makes releases, you may not agree though.)
