Package: piuparts

Hi, as per subject.  I believe we have postinst in the archive that just
grab a known set of values and use those to fill in a template rather
than actually editing the file on disk.

The test would be something like:

- install package X
- mangle all non-conffile configuration files, adding something that's
  hopefully a comment.  «# XXX piuparts was here» or something other,
  appropriate.
- install package X again
- ensure the comment is still present
