Hello

I could create a default file in that dir but I do not want
to symlink as such a solution is not really policy compliant
as the admin can not remove that symlink without it being
readded on next upgrade.

Didn't I add such files to horde3? ... Maybe not.

Ahh wait a minute. It was not necessary as far as I can
remember.
