SUGGGESTION
If upstream contains a chnagelog file that dh(1) does not know, this
simple rule cannot be used:
%:
dh $@
If the file location could be spacified in
debian/PACKAGE.changelog-upstream
then dh(1) could look at that control file for location
NOTES
Sometimes upstream have multiple chnagelog files based on directories:
src/ChangeLog
doc/ChangeLog
..
Perhaps it would be possible to specify multiple file arguments in:
dh_installchangelogs [upstream ...]
and in
debian/PACKAGE.changelog-upstream
