Why? Because it's a pain figuring out which package they're in, collect enough data, and then figuring out how and where to report them. By giving users a single channel for it, distributions make it a little easier. I tried hard to test things and collect data on the issue. Didn't have time to figure out OO's reporting system, create an account in their bug tracker, yada yada.
