According to the GNOME bugzilla, this issue has been fixed in trunk[1]. There was no new version released of epiphany for GNOME 2.29.4 though, so there doesn't seem to be a tagged version containing the fix. Maybe you could break out the fix or alternatively package trunk?
Also, I note that the version graph for this bug looks totally messed up; is this a bug in the BTS?
