Well, NEW processing nowadays really isn't a problem, and only takes a minor amount of time (max a few weeks, typically a lot faster). Besides you're probably going to need NEW anyway, for 2.6 reasons (or maybe not, but regardless). I think it's better to match reality and to actually drop the package until it's ready to be reintroduced, especially since it might take a bit until it's ready for use again.
