I was so annoyed by this problem, that I took a look into the jpegtran sources on my own. However the comments found there lead me to believe, that this is due to a limitation of the jpeg format. I have also found a hint to this in the man pages. However I would suggest to write down that rotation can cause image "shifts" at the description of the rotate option. Currently it is quite hidden and very technical.
