reopen 561237 thanks I reproduced this last night by chance with a package source stored in git that I hadn't touched in just over a year. I just put "3.0 (quilt)" into debian/source/format and built, but it failed because dpkg-source does not create the .pc/ directory before trying to write .pc/applied-patches. Creating this (blank) file in the git tree and rebuilding solved the problem.
