I think this is a bug in texdoc, or some library it uses.  If a file is
searched in a texmf tree, it should use kpathsea, or at least try to
emulate its behavior.  In other words, it should also search the file in
TEXMFCONFIG and TEXMFSYSCONFIG.

The latter is the proper place for the file in Debian.
