 Yes, I think that would be a good approach, at least for the time
being.

 There is a depends in graphicsmagick on libx11-6 so that pulls in quite
a fair bit of dependencies too. And actually, installing imagemagick
without recommends uses 37.8MB, graphicsmagick-imagemagick-compat
without recommends uses 87.7MB (according to a quick check in a current
squeeze chroot). Including recommends they are almost the same size.

 So like written, downgrading it to a suggests is a sane approach for
the time being, but we should document it in README.Debian as needed
requirement for the captcha support.
