I'm afraid this has to wait until there is a real maintainer for the package. I personnally "just" built an NMU to fix longstanding l10n issues. A few other "package modernization" stuff happened as well, but not more. ANd I don't have much clues about wwwoffle itself. Apparently, the debian/rules does run "configure" with --with-gnutls, and the package build-depends on libgnutls-dev so that should do what's expected. Why that doesn't, I don't really know, unfortunately...
