After some seemingly unrelated troubleshooting this morning, I figured out some additional data. I have a class defined to block certain types of devices from getting IPs in certain subnets. (This was done so if a device was plugged in incorrectly, it wouldn't come up and presumably it would get identified/fixed reasonably quickly.) In this case the devices I've been seeing reporting that error were members of that class, which was denied access to that pool. As a result, it looks like the issue is more of an issue with a bad/incorrect error message. The current message implies it's a problem with the peer setup. Perhaps something along the lines of "Jan 2 16:27:00 artemis dhcpd: DHCPDISCOVER from 00:24:14:2e:15:19 via 134.173.131.254: client member of class denied access to pool" or something like that would be helpful.
