I think comment on bug report after proposed patch.

I agree dpkg is safer for this crucial point.  Then we need to download
all dependency in advance

$ vim /etc/sources.list
 ... new stable :-)
$ apt-get update
$ apt-get install dpkg libc6
$ apt-get -d apt aptitude ...
$ dpkg -i apt aptitude ...

???? too much

Was the patch proposed good enough?

If that is the case, i can apply it.
